From the United Arab Emirates, H.E. Dr. Salim Humaid Almazaini founded BIFA in 2024 as the cultural and athletic extension of BRICS+ cooperation — a multilateral platform that translates high-level diplomacy into grassroots action across the Global South.

Through strategic innovation and unwavering commitment, Dr. Almazaini has positioned the alliance as a serious international platform: connecting eleven nations, an audience of more than 3.8 billion people, and a connected calendar of competitions, technology programs, and cultural initiatives spanning four continents.

His leadership extends from sovereign engagement at the BRICS Summit level — the 2025 BRICS Summit in Brazil established the Sports Cooperation Framework that BIFA now implements — through to grassroots partnerships with cities, federations, and youth communities. Under his direction, BIFA has signed landmark cooperation agreements including the strategic accord with the Municipality of Rio de Janeiro, the first formal implementation of the BRICS Sports Cooperation Framework.
